The platform allows you to follow members randomly, but if you stop following people, your account or page will not be listed for others to follw. What it means is that you must follow others in order to receive followers too. Once your following activity drops to a certain level, you will recieve notification on your page dashboard that your account will not be enlisted again, at this point all you have to do is to follow other suggested pages and your account will be lifted to activeness.
Yes, if your page is not actively following others, it will not be enlisted to the community members to follow. Though it is not a must to follow exactly the same person that is following you.
